Request for Proposals E-MDI Web Survey Tool

HELP's Project Implementation team is seeking a partner agency to lead creative development of a web application for administering web based surveys. The e-MDI will be the system used to administer and complete the Middle Years Development Instrument survey.

The development should follow an open source model. This would include inline code documentation, comments, unit tests and hosting a revision controlled source code on a service such as Github.

We require that the project be developed in an open source language framework such as Ruby on Rails or Django/Python. A strong preference will be given to an approach that incorporates model/view/controller (model/template/view) project organization. We welcome suggestions of forking or customizing existing open source survey projects.

HELP intends to issue a contract to the successful agency in late May 2012.  The deadline for proposals is May 15th 2012.
